Zimbabwe Manpower Development Fund (Conditions of Service and Misconduct) (Amendment) Regulations, 2026 (No. 1)
ZIMDEF staff made redundant after probation now get one month's basic salary per year served, and pensionable age rises to 70 for staff appointed from the effective date.
The Minister of Higher and Tertiary Education has amended the Zimbabwe Manpower Development Fund (Conditions of Service and Misconduct) Regulations, 1996, which govern the Fund's own employees.
Redundancy: if reorganisation or restructuring makes an employee's post surplus, the employee is declared redundant. An employee who has completed probation is paid a severance benefit equal to basic monthly salary for each completed year of service, plus any other benefits a resigning employee is entitled to.
Retirement: members on pensionable terms appointed before the effective date may have a pensionable age of 65, with the option to retire at 70 on full pension. Those appointed on or after the effective date have a pensionable age of 70. A member may, with three months' notice, be permitted by the Chief Executive to retire at any time after turning 60.
The regulations use the term "effective date" but do not define it or give a date.
