By warrant under the Honours and Awards Act, the President has created the Emmerson Dambudzo Mnangagwa Environmental Commendation Awards, to recognise local authorities, companies and individuals for outstanding contributions to the environmental rights in section 73 of the Constitution.

There are three awards. The Environmental Excellence Commendation Award may go to a local authority that shows innovation and excellence in solid and liquid waste management — judged by its budget, the priority it gives waste management, adopting and sustaining a green city, and the hygiene, beauty and habitability of its urban environment. The Corporate Environmental Champion Commendation Award may go to a company showing unparalleled innovation, investment and partnership in preserving the environment. The Environmental Champion Commendation Medal may go to an individual who has shown commitment to preserving the environment through innovation, lobbying, organising or maintenance.

The local authority award is a floating trophy of bronze, mahogany, resin and brass, with a certificate; the corporate award is a floating black granite shield with a certificate; and the individual award is a gold medal no more than 40mm across, on a ribbon. A winner holds the trophy or shield until a month before the next ceremony, and keeps it permanently after winning it three times.

Awards are granted on the President's authority, and the Chief Secretary to the President and Cabinet notifies the Registrar of Honours and Awards of recipients. The awards are effective from 31 July 2026. The warrant does not describe how nominations are made or who judges them, although the local authority certificate refers to the Zimbabwe Merit System.
