Liquor (General) (Fees) (Amendment) Regulations, 2026 (No. 4)
Liquor licence fees are reset in US dollars, payable in local currency: bar licences US$40–100, night clubs US$55–225 and wholesale US$230–400 depending on the council, and hotels US$150–425 by star grading.
The Minister of Local Government and Public Works has replaced the liquor licence fee schedule published in S.I. 207 of 2022. The fees are expressed in US dollars but payable in the equivalent Zimbabwean currency at the prevailing interbank rate.
Most fees depend on where the premises are, in the order cities / municipalities / town councils / rural district councils (US$): club 60 / 45 / 30 / 27.50; theatre 65 / 37.50 / 30 / 25; theatre club 75 / 105 / 75 / 35; airport bottle 100 / 75 / 50 / 35; beer hall 100 / 75 / 50 / 37.50; park area 110 / 50 / 42.50 / 37.50; bar 100 / 75 / 65 / 40; airport bar 100 / 105 / 75 / 42.50; ordinary restaurant 150 / 115 / 50 / 45; special restaurant 175 / 125 / 75 / 45; camp and caravan 175 / 150 / 75 / 50; night club 225 / 130 / 90 / 55; and wholesale 400 / 300 / 240 / 230. A special bottle licence is listed only for rural district councils, at US$32.50.
Some fees are the same everywhere: agent US$50, bottle store US$55, passenger vessel US$200, casino and wine producer US$350, and hotels from US$150 (private) and US$175 (ungraded) through US$225 (one star), US$275, US$325 and US$375 to US$425 (five star).
Other fees: late renewal US$20 a month; approval of a manager US$50; government department permit US$50; inspection US$75; duplicate US$30; temporary removal or transfer US$100; extended hours licence US$150; temporary retail licence US$100; extra counter US$150; and transcript US$75.
The instrument cites itself as the Liquor Licensing (Fees) (Amendment) Regulations in section 1, and the new schedule is headed "First Schedule" although it replaces the Second Schedule. No commencement date is stated.
