City of Masvingo (Fire) By-laws, 2025

Masvingo fire compliance certificates now cost US$1 800 for a fuel depot, US$2 000 for LPG wholesale, US$800 for a service station and 10% of the shop licence fee for commercial and industrial premises — with fire and rescue call-outs charged at cost recovery.

These by-laws set out what happens on an outbreak of fire in the City of Masvingo and what building owners and occupiers must do to prevent one. They cover procedures on the outbreak of fire, temporary street closures, reporting, fire alarms and hydrant signs, the making of fires, fireworks, combustible materials, the storage of inflammable liquids and gases, inspection of buildings, premises and their use, approval of building plans, fire appliances in buildings, installation, repair, examination and removal of fire equipment, and the testing of alarms.

Fire and rescue services are charged on a cost recovery basis, both inside and outside the council's jurisdiction.

Fire compliance certificates are priced by risk: US$1 800 for a fuel depot, US$2 000 for LPG wholesale (5 001 to 43 000 kg), US$800 for a fuel service station, US$500 for bulk LPG (901 to 5 000 kg) and US$250 for LPG retail up to 900 kg. Single and multi-storey commercial shops, light industrial stands and industrial units each pay 10 per cent of the shop licence fee. Inspections cost US$50, and attendance and patrol of buildings during functions US$150, plus travelling costs outside the jurisdiction.

Penalties are US$50 for tampering with fire alarms or hydrant signs, US$20 each for making fires without approval, improperly storing inflammable liquids or gases, unauthorised installation or repair of fire equipment, removing an extinguisher or fire-fighting equipment and unauthorised ringing or testing of alarms, US$5 for discharging fireworks, and US$100 for obstructing an authorised official. All amounts are payable in local currency at the prevailing interbank rate.
