City of Masvingo (Traffic, Clamping and Tow-away) By-laws, 2025

Masvingo parking is now US$1 an hour or US$120 a month per bay, commuter omnibus terminus discs US$35 a quarter, and a towed heavy vehicle costs US$250 plus US$50 a night in storage.

These by-laws cover parking, public transport operations, clamping and towing in the City of Masvingo. They regulate where vehicles may park, prohibit parking that projects beyond a bay or obstructs a service lane, garage or driveway, control picking up and setting down passengers, ban parking on sidewalks and footpaths, address visibility obstruction, and provide for parking discs, taxi-cabs plying for hire, omnibuses, terminus discs, animal-drawn vehicles, heavy vehicles in the CBD and residential areas, wheel clamping, towing and the disposal of unclaimed vehicles.

Parking is charged at US$1 an hour prepaid, US$2 a day in designated parking lots and US$120 a month for a reserved bay.

Public transport licensing is priced by class: a commuter omnibus operator's permit costs US$20 to apply for and US$10 to issue, terminus discs US$35 a quarter, an operator's licence US$20 for commuter omnibuses, US$30 for taxis and Class 4 driving schools, US$45 for Class 2 driving schools and US$100 for Class 1 driving schools, US$100 for lorries in the sand extraction sector and US$10 for heavy trucks. Bus terminus gate tolls are US$5 an entry for buses and US$2 for commuter omnibuses. An animal-drawn vehicle permit costs US$20.

Enforcement charges are US$100 to tow a light vehicle and US$250 for a heavy vehicle, with overnight storage at US$30 for light and US$50 for heavy vehicles.

Most traffic offences carry US$20: parking outside a parking place, obstructing an entrance, parking a pedal cycle outside a prescribed area, overhanging a bay, stopping to pick up or set down passengers at an undesignated place, failing to display a prepaid parking disc, operating an unregistered taxi, using an undesignated route or terminus, and obstructing an authorised person. The entries for animal-drawn vehicles without a permit and for parking heavy vehicles in the CBD or residential areas without permission are printed as nil.
