Insiza Rural District Council (Advertising) By-Laws, 2025
Insiza fines advertising hard — US$300 for a sign in a prohibited place, US$200 each for hazardous, offensive or hate-speech adverts and for signs on trees or traffic furniture — while every advertising fee is printed as nil except US$20 road shows.
These by-laws control advertising in the Insiza Rural District Council area, covering advertisements needing council permission, positions where they are prohibited, advertisements for local events, elections and referendums, the grant of permission, removal, and the nature, size and materials of advertisements.
The fee schedule is almost entirely nil: the application fee for individuals and corporates, the deposit against removal costs, and the banner advertising fees for every size band from under 3 square metres to 22 square metres are all printed as US$0,00, as are gazebo exhibition fees. The only priced item is a road show, at US$20.
The penalties are where the by-laws bite. Placing an advertisement in a position the council has prohibited costs US$300. US$200 applies to placing a sign on an electricity or parking meter standard, tree, traffic sign, bridge, road furniture, traffic circle or island; to placing one so as to cause a hazard or obstruction to drivers or pedestrians; to causing a nuisance to neighbours or the public; and to displaying an advert that is immoral or offensive, likely to promote unlawful behaviour, likely to tarnish the council's image, or containing hate language. Erecting an advertisement without approval, and illegal placement or display, cost US$100 each, as does obstructing an authorised official. Removal costs for an illegal advert are US$50, as is failing to take down event advertising within 24 hours or after written notice. Oversized advertisements cost US$50, and using unapproved materials or an uncertified sign US$20 each.
