Plumtree Town (Hairdresser’s, Beautician‘s and Barber’s Shop) By-laws, 2025

These by-laws require hairdressers, beauticians and barbers in the Plumtree Town area to operate only from licensed premises. Licensees are graded Class A (a qualified hairdresser holding a Skilled Worker Class One certificate), Class B and Class C, with premises and personal hygiene requirements, a duty to consent to medical examination when the health officer requires it, and provision for closing premises that fail health requirements.

The fee structure is per chair rather than per shop: US$156 a year per chair for a barber, beautician or hairdresser, with the application fee set at 20 per cent of the licence per annum.

Penalties are thin. Failing to renew a licence costs a further 100 per cent of the licence fee — the sharpest sanction in the schedule — while operating without a licence and failing to display it cost US$20 each, and failing to wear an approved clean overall when attending to a customer costs US$33,37. Every other entry is printed as US$0,00, including failing to sterilise instruments between customers, failing to wash hands, using chemicals as a Class B licensee, attending to or employing a person with an apparent infectious skin or hair condition, and refusing a medical examination.

An unpaid liability after 90 days is a further offence carrying up to level 14 or two years' imprisonment.
