City of Masvingo (Advertising) By-Laws, 2025

These by-laws control advertising in the City of Masvingo: advertisements needing council permission, prohibited positions, advertisements for local events, elections and referendums, the grant of permission, removal, and the nature, size and materials of advertisements.

The application fee is US$10 for individuals and corporates alike, with a US$50 deposit against the possible cost of removal. Banner advertising is charged monthly on a sliding scale by area: US$20 for less than 3 square metres, rising through US$24 at 8–9 square metres and US$28 at 14–15, to US$32,70 at 21–22 square metres. Exhibition fees are US$50 a day for an outdoor gazebo, US$200 for a gazebo road closure per day, US$200 a month for an outdoor gazebo and US$150 for a road show.

Penalties are the sharpest of the 2025 advertising by-laws. Advertising in a place the council has prohibited costs US$300. US$200 applies to placing a sign on an electricity or parking meter standard, tree, traffic sign, bridge, road furniture, traffic circle or island; to placement causing a hazard or obstruction to drivers or pedestrians; to placement causing a nuisance to neighbours; and to displaying an advert that is immoral or offensive, likely to promote unlawful behaviour, likely to tarnish the council's image, or containing hate language. Erecting an advertisement without approval, illegal placement or display, and obstructing an authorised official cost US$100 each; failing to remove event advertising within 24 hours or after written notice, oversized advertisements and removal costs are US$50; and unapproved materials or an uncertified sign US$20.
