Sovereign Wealth Fund of Zimbabwe (Amendment of Fourth Schedule) Notice, 2024

Seven more state companies — including ZESA Holdings, Fidelity Gold Refinery, HomeLink and Aurex — are transferred into the initial capital of the Mutapa Investment Fund.

The President, after consulting the Mutapa Investment Fund Board, has added seven companies to the Fourth Schedule of the Sovereign Wealth Fund of Zimbabwe Act — the schedule listing assets forming part of the Fund's initial capital.

The companies added are Aurex (Private) Limited (registration 1846/92), the Export Credit Guarantee Corporation of Zimbabwe (Private) Limited (305/99), Fidelity Gold Refinery (Private) Limited (564/78), HomeLink (Private) Limited (8701/2004), HomeLink Finance (Private) Limited (8253/2011), ZESA Holdings (Private) Limited (1648 of 2004) and ZESA Enterprises (Private) Limited (2699 of 2004).

The grouping is notable: it moves the national electricity holding company, the country's gold refinery, the state gold jewellery manufacturer, the export credit insurer and the Reserve Bank's diaspora remittance and mortgage arms into the sovereign wealth fund now branded the Mutapa Investment Fund.

The notice does not say what happens to existing shareholding, board appointments, debts or reporting obligations of the transferred companies — those consequences follow from the Sovereign Wealth Fund of Zimbabwe Act, which this notice does not reproduce. No commencement date is stated; it was published in a Gazette Extraordinary on 15 March 2024.
