Plumtree Town (Fire) By-Laws, 2025
Plumtree requires annual testing of fire equipment by an authorised person, repair of defects within 21 days, and suspends a business's operations until it complies — with fines left to council order.
These by-laws set out what happens on an outbreak of fire in the Plumtree Town area and what building owners and occupiers must do to prevent one: procedures on outbreak, temporary street closures, reporting, fire alarms and hydrant signs, making fires, fireworks, combustible materials, storage of inflammable liquids and gases, inspection of buildings and premises, approval of building plans, fire appliances in buildings, installation and repair of equipment, examination, removal, and the ringing and testing of alarms.
Fire equipment must be examined and tested by an authorised person at least once a calendar year. Equipment passed as serviceable is labelled with the examiner's name and registration number and the date for re-examination. Where equipment is defective the examiner notifies the chief fire officer in writing and the occupier must repair or replace it within 21 days, or such period as the chief fire officer stipulates — and if that is not done the council suspends the occupier's operations until it is.
Fire equipment may not be removed from a building except on the outbreak of fire, unless temporarily replaced with equipment in good order, and the chief fire officer must be told in writing or their directions on alternative measures followed. Bells and alarms may only be rung on the outbreak of fire or during a test authorised by the chief fire officer, who may set the time and date. Interfering with or obstructing the chief fire officer or the fire brigade, and failing to comply with their reasonable directions, are prohibited.
Contravention attracts a fine prescribed by the council, closure of the building until the occupier complies, or an order to cease operating — the by-laws leave the fine amounts to council order rather than stating them.
