City of Masvingo (Cycle Licensing) By-laws, 2025
Bicycles, tricycles and motorcycles kept in Masvingo must carry a council licence token costing US$5 a year, with US$5 fines for riding unlicensed, not displaying the token, or defacing it.
These by-laws require every cycle ordinarily kept in the City of Masvingo area to be licensed before it is used on a road. "Cycle" is defined broadly to include pedal cycles, tricycles, motorcycles and motorcycles with trailers, and "road" includes streets, bridges, subways, lanes, footpaths, sanitary lanes and thoroughfares.
A licensed cycle carries a token badge showing the year of issue, the licence number and the words "City of Masvingo", which must be affixed to the cycle and kept legible. Tokens may not be transferred between people or between cycles, and neither the token nor the registration number impressed on the cycle may be obliterated, defaced or altered.
The council keeps a register of cycle licences, provides for duplicates, requires notification on sale or change of ownership, and may impound cycles, cancel licences and dispose of unclaimed cycles.
Fees are set in US dollars, payable in local currency at the interbank rate: nothing to apply, US$5 a year for the licence, nothing for a duplicate, US$5 to record a change of ownership and US$10 in storage fees for an impounded cycle.
Every offence in the schedule carries US$5 — using an unlicensed cycle, failing to notify a change of ownership, failing to display the token, transferring it, defacing the token or the registration number, and failing to return a token.
