City of Masvingo (Game Meat By-laws), 2025
Game meat may only be sold in Masvingo by a rancher registered with the council holding a Parks cropping permit; inspection costs US$10 and selling uninspected or unapproved game meat costs US$50.
These by-laws control the sale of game meat within the City of Masvingo area. "Game animal" covers elephant, hippopotamus, zebra, ostrich and all cloven-hoofed animals but not domestic cattle, sheep, goats, pigs or horses, and "game meat" excludes thoroughly cooked meat, sterilised meat in sealed containers, biltong and rendered by-products.
Game meat may only be sold, or brought into the city for sale, if supplied by a game rancher registered with the council. Registration requires the Officer of Health to approve the premises and facilities used for handling and dressing the meat, and the rancher to hold a current game cropping and sale permit from the Zimbabwe Parks and Wildlife Management Authority. Vehicles carrying game meat must be built to prevent contamination and kept clean.
Meat brought in from outside must be notified and produced for inspection. Sound meat is stamped with an indelible inspection mark; unsound or diseased meat may be seized and destroyed against a certificate.
Registration as a game rancher and the game meat licence are free; inspection costs US$10. Penalties are US$50 for selling game meat without council approval, for transporting it without proper health and safety precautions and for selling uninspected meat, and US$100 for obstructing an authorised official. All amounts are payable in local currency at the prevailing interbank rate.
The by-laws are the city equivalent of the Insiza game meat by-laws gazetted on the same day, which print every fee and penalty as nil.
