Insiza Rural District Council (Cycle Licensing) By-laws, 2025
Bicycles and motorcycles kept in Insiza district must carry a council licence token, but every fee and penalty in the schedules is printed as US$0.
These by-laws require every cycle ordinarily kept in the Insiza Rural District Council area to be licensed before use on a road. "Cycle" covers pedal cycles, tricycles, motorcycles and motorcycles with trailers.
A licensed cycle carries a council token showing the year of issue and the licence number, which must be displayed and kept legible. Tokens may not be transferred between people or cycles, and neither the token nor the registration number impressed on the cycle may be obliterated, defaced or altered. The council keeps a register, issues duplicates, requires notification on sale or change of ownership, and may impound cycles, cancel licences and dispose of unclaimed cycles.
As published, the by-laws carry no money. Every entry in the fee schedule — application, duplicate licence and storage — and every entry in the penalty schedule — using an unlicensed cycle, using a cycle without a token, transferring a token, defacing a token or a registration number — is printed as US$0,00. The equivalent City of Masvingo by-laws made the same month charge US$5 a year and US$5 a penalty.
