Plumtree Town (Community Halls, Stadia, Parks, Gardens, Arts and Cultural Facilities) By-laws, 2025
Plumtree sets the terms for hiring its halls, stadia and parks: security deposits, no subletting, hirers liable for damage and overstays, and the council may require them to insure the venue.
These by-laws govern the hiring and use of Plumtree Town's community halls, stadia, parks, gardens and arts and cultural facilities, opening with the council's recognition of artists' rights and status.
They cover applications for hire, hire charges and payment, the period of hire and its adjustment, simultaneous hire, subletting, the condition of the facility, the hirer's duties, security deposits, damage to property, advertisements and decorations, admissions and ticket sales, overcrowding, sale of refreshments, services, exclusion of liability, destruction of the facility, termination for non-compliance and termination of hire.
On termination the hirer must return the facility in good order and repair any damage or breakages at their own cost, or reimburse the council for replacing or repairing broken, damaged or missing articles. A hirer who stays beyond the hire period pays the additional fee in the First Schedule, without prejudice to the council's right to evict, and must comply with the council's instructions on cleaning and vacating.
Where the council cancels a booking it is not liable for any loss the hirer suffers, and retains its rights and claims against the hirer under the by-laws or at common law.
Insurance is dealt with directly: a hirer must not do anything that voids the building's fire or other insurance or increases the premium, must reimburse any increase, and may be required to insure the hired facility with a council-approved insurer.
