Proclamation 5 of 2024

The Commission of Inquiry into Harare City Council's governance since 2017 gets three more months — its life is extended from six to nine months.

The President has extended the life of the Commission of Inquiry into local governance by Harare City Council since 2017. The proclamation that set the Commission up was published in S.I. 91 of 2024 and gave the inquiry six months from the date of gazetting, with an option of a further three months.

This proclamation exercises that option. It amends the earlier proclamation by deleting "six (6) months" and substituting "nine (9) months".

Nothing else about the Commission changes — its terms of reference, its membership and its venue arrangements all stay as originally proclaimed. The extension simply gives it until nine months from the original gazetting to complete its work and report.

A drafting note: this instrument is styled Proclamation 5 of 2024 but refers throughout to amending "Proclamation 2 of 2024" as published in S.I. 91 of 2024, and the recitals repeat the enabling power in a slightly garbled way. The operative amendment is nonetheless clear.
